.Auburn Municipal Civil Service
Meeting – 5/6/2004  Minutes
The meeting  was called to order by Comm. Welch at 11:00 am.   Comm. Welch took the roll. Present was Comm.Welch;  Comm.Camardo and Comm. Brennan. Also present was:
Chief Gary Giannotta, the Police  Chief and Tom Leone, the Corporation Counsel of Auburn.
Approve the minutes of the minutes of the meeting held on 4/8/04. Motion to accept made by Comm. Camardo, seconded by  Comm. Brennan.  Motion carried 3-0.
 New Business
Public  Works Dept.
Review the roster and establish an eligibility list for the promotional exam  # 75-597 Director of Recreation.  Motion to accept made by Comm. Brennan, seconded by Comm. Camardo. Motion carried 3-0
Fire Dept.
Discussion of the residency requirement  for  the current list for Firefighter, exam # 65-200. In February 2002 the City Manager called for a city residents only list. It was discovered at that time that the exam announcement did not agree with  the New York State Civil Service law 23-4.a. An appointment was made in the 100 score bracket and the next score bracket was not notified of the residency requirement change. Currently there is vacancy in the Fire Dept.and and the recently tested candidates who showed up for and passed the agility are to canvassed. After discussion with both Mary Carli and Chris Marshall it was suggested that a letter be sent to all the score bracket of 95 eligible candidates. At the state’s suggestion Tom Leone is in attendance of this meeting and will sent the draft of the letter to be sent. The do not forward stamp is also to be used on these letters in order to get an accurate address listing for all candidates. After this letter mailing is completed a canvas will be done for the eligible city resident candidates.
 Old Business  
Police Dept.
Continued the discussion of the upcoming police officer exam in regards to require college credits to sit for this exam. Comm. Brennan brought up issue to more diversification with no college needed. Chief Giannotta revised his request that credits be changed to any  60 hours of any college credits not just criminal justice credits. Also, no degree would be necessary only 60 credit hours. Motion made by Comm. Brennan to leave the requirements as high school diploma or equivalency. Motion seconded by Comm. Camardo. Motion carried 3-0. Comm. Camardo had asked the question of  State Law  residency for police officers. It was found that the Public Officer law has residency requirements that address local officers for Police Officers.
CSEA Union
A memo will be sent to the City Manager with Mary Carli’s  statement  that this Commission does indeed have responsibility to all classified service not just the competitive class.
The union officers were correct in bringing the attention of this Commission to such matters as listed to the letter dated 1/31/04 from the CSEA union.  Motion made by Comm. Brennan that a memo be sent to the Manager. Seconded by Comm. Welch and carried 3-0.
Motion to adjourn made by Comm. Welch, seconded by Comm. Camardo.
